Bids for development tenders, alone or with partners.
For donor-funded and development-bank tenders, we bid as lead, member or sub-consultant, and staff our part of the assignment if it is awarded.
01 Tender and development consulting
What we do on a tender.
For firms that bid
Firms preparing an offer for a development tender that are looking for a partner on the bid.
Bid preparation
We prepare the offer and take it through to submission, working to the deadline the tender sets.
Bidding with partners
We bid alone or join your consortium, whether you lead it or are still forming it.
Deadlines and clarifications
We note each tender’s submission deadline and clarification date. A reminder reaches us a week before the deadline, while there is still time to act.
Delivery
We deliver our part of an awarded assignment against milestones, at day rates, or both.
First, we read the dossier. Then we decide whether to bid.
Every tender we pursue takes the same path.

How a tender moves with us
- 1OpenWe read the dossier and decide whether to bid. The tender reference, the funder and the submission deadline go on record as we learn them.
- 2PartnersIf we bid with partners, our role in the consortium goes on record. If we bid alone, we are the sole bidder.
- 3SubmittedWe work to the submission deadline and record when the offer goes in.
- 4ClarificationQuestions about the tender or the offer are answered, and the clarification date is on record.
- 5EvaluationThe client that issued the tender evaluates the offers.
- 6OutcomeWe record the outcome: awarded or not.
Alone or in a consortium, every bidder has a role.
These are the roles we take. We record ours for each tender we pursue.
The roles, and what each one usually means
Lead
Leads the consortium: prepares and submits the offer for all its members, and is the client’s main contact.
Member
A partner in the consortium who delivers an agreed share of the assignment.
Sub-consultant
Provides staff or specific tasks for another firm, under contract to that firm rather than to the client.
Sole bidder
Bids alone, without partners, and delivers the whole assignment.
Short answers on roles and what to send.
Can you work on our bid as a sub-consultant?
We can, tender by tender. Tell us about the tender and the part you have in mind.
What should we send you first?
If you have them, the tender reference and the submission deadline, and the role you see for us. If that is not decided yet, tell us so. We keep these on record for each tender we pursue, with the funder and the clarification date, as soon as we know them.
Tell us about your next tender.
Send the reference and the submission deadline if you have them, and tell us the role you have in mind.
